It consists of four main domains: staffing; talent management; total rewards; and workplace culture and engagement (Chuang & Wang, 2020).

Staffing is the strategic process of filling roles within an organization with qualified personnel to ensure optimum performance. This domain involves reviewing job duties, predicting future hiring needs, creating recruitment plans, sourcing candidates, interviewing potential hires as well as onboarding and offboarding procedures (Chuang & Wang, 2020). The objective is to attract talented individuals who will fit into the organizational culture while meeting or exceeding productivity targets and accelerating growth.
